การป้อนกลับนโยบาย: สำคัญกว่าการประเมินผลนโยบายสาธารณะ

บทคัดย่อ
บทความวิชาการนี้มีวัตถุประสงค์เพื่อศึกษา 1) ลักษณะการป้อนกลับนโยบาย 2) การประยุกต์การศึกษาป้อนกลับนโยบายสู่การวิจัย และ 3) กรณีศึกษาการวิจัยป้อนกลับ โดยอาศัยการทบทวนวรรณกรรมจากผลงานทางวิชาการที่มีการศึกษาเกี่ยวกับการป้อนกลับนโยบาย ซึ่งถูกตีพิมพ์เผยแพร่ในฐานข้อมูลทางวิชาการระดับนานาชาติ ผลการศึกษา พบว่า 1) การป้อนกลับนโยบายมีลักษณะการพิจารณานโยบายสาธารณะแต่ละช่วงอย่างน้อยสองช่วงภายใต้บริบทสถาบันเพื่อนำมาสู่คำตอบการยุติหรือปรับปรุงนโยบาย 2) การประยุกต์การศึกษาป้อนกลับนโยบายสู่การวิจัยเป็นการมองการป้อนกลับนโยบายในฐานะระเบียบวิธีวิจัย ซึ่งมีขั้นตอนและมิติการศึกษาอันพิจารณามุมมองผลกระทบ โดยเป็นการเข้าถึงข้อค้นพบการวิจัยด้วยวิธีการใหม่ที่เน้นข้อมูลป้อนกลับ และ 3) กรณีศึกษาการวิจัยป้อนกลับสะท้อนให้เห็นว่าการศึกษาป้อนกลับนโยบายมีความสามารถประยุกต์เพื่อศึกษานโยบายสาธารณะ โดยมีจุดแข็งด้านระเบียบวิธีการศึกษา ในแง่ดังกล่าวการป้อนกลับนโยบายจึงสามารถศึกษานโยบายสาธารณะอย่างครอบคลุมกว่าการประเมินผลนโยบายสาธารณะตามการศึกษานโยบายสาธารณะแบบวงจรนโยบายดั้งเดิม
