บทคัดย่อ
บทความวิชาการนี้มีวัตถุประสงค์ศึกษามุมมองทางทฤษฎีและกรณีศึกษาของกรอบแนวคิดเครือข่ายพันธมิตรนโยบาย ซึ่งเป็นการสะท้อนข้อตกลงเบื้องต้นและความเชื่อต่าง ๆ ของกรอบแนวคิดจากกรณีศึกษา โดยอาศัยวรรณกรรมจากผลงานทางวิชาการทั้งปัจจุบันและอดีตอันเป็นที่ยอมรับและได้รับการเผยแพร่ในวารสารทางวิชาการระดับนานาชาติ การศึกษามุมมองทางทฤษฎีของกรอบแนวคิดเครือข่ายพันธมิตรนโยบายสะท้อนความเป็นเอกลักษณ์และแข็งแกร่งในแง่การอธิบายปรากฏการณ์ทางสังคมสู่การเปลี่ยนแปลงนโยบายสาธารณะ ทำให้กรอบแนวคิดเครือข่ายพันธมิตรนโยบายสนับสนุนได้รับการยอมรับจากอดีตถึงปัจจุบัน มุมมองทางทฤษฎีของกรอบแนวคิดเครือข่ายพันธมิตรนโยบายสนับสนุนตระหนักต่อระบบความเชื่อเชิงลึก ความเชื่อหลักนโยบายและความเชื่อรอง ตลอดจนให้ความสำคัญกับแนวร่วมผู้มีส่วนได้ส่วนเสียกับนโยบายสาธารณะ ไม่เพียงแต่มุมมองทางทฤษฎีที่สะท้อนให้เห็นว่ากรอบความคิดเครือข่ายพันธมิตรนโยบายสนับสนุนมีเอกลักษณ์และโดดเด่นในการศึกษานโยบายสาธารณะ กรณีศึกษากรอบแนวคิดเครือข่ายพันธมิตรนโยบายสะท้อนให้เห็นว่ากรอบแนวคิดเครือข่ายพันธมิตรนโยบายสามารถประยุกต์เพื่อศึกษานโยบายได้อย่างหลากหลายทั้งในแง่ประเด็นศึกษา อาทิ นโยบายต่างประเทศ สังคม สาธารณสุขและการเมือง ตลอดจนมีศักยภาพการออกแบบการศึกษานโยบายสาธารณะอย่างสร้างสรรค์
