Policy Proposals in Enhancing Community Enterprises for Community Tourism in the Border of Two Countries: A Case Study of Hat Lek Subdistrict, Khlong Yai District, Trat Province

Abstract
The objective of this research article was to propose policy proposals in enhancing community enterprises for tourism in the border of two countries: a case study of Hat Lek subdistrict, Khlong Yai district, Trat province. The research methodology was participatory action research from all sectors, with the community participating in the research process at every step. The research was supplemented with qualitative research from document studies, in-depth interviews, focus group discussions, and non-participant observations. Inductive analysis and data classification were used. The research results found that policy proposals in enhancing community enterprises for community tourism in the border of two countries: a case study of Hat Lek Subdistrict, Khlong Yai District, Trat Province consisted of 4 issues: 1) policy to enhance the potential development of personnel of local agencies to support the promotion of activities, especially groups that were trying to enhance international tourism, 2) policy to enhance the creation of networks and create memorandums of understanding in the management of community tourism in the border of two countries between government agencies, especially the provincial area, 3) policy to enhance the support for knowledge empowerment of community enterprises in community tourism, 4) policy to enhance the promotion of community tourism activities in the border to be a model for economic development in creating tourism routes connecting with ASEAN countries.
