DEVELOPMENT OF LAW FOR PREPARATION OF ENVIRONMENTAL IMPACT ASSESSMENT REPORT

Abstract

This research has objectives as follows: (1) to study the concept and theory regarding preparation of environmental impact assessment report;  (2) to study about the problems, obstacles and inappropriateness that affect the effectiveness in preparation of environmental impact assessment report and  (3) to be guidelines in improvement and modifying of the National Environmental Quality Promotion and conservation Act B.E. 2535 (A.D. 1992);

From this research, it is found that preparation of environmental impact assessment report has problems and inappropriateness which affect the preparation of environmental impact assessment report until the preparation does not have effectiveness according to the intention of law.

In this research, there is recommendation that there should be private organizations in environment to be National Environment Board to determine suitable punishment provisions for project owners who violate law, to determine community leaders and people to be the professional committee and open opportunity so that there is appeal against the opinion of the professional committee.
