Measures and Forms of Administration and Management Decentralization of Education to Promote the Autonomy of Educational Institutions Using the Province as a Base

Abstract

          The goals of this research paper are to examine the issues and challenges associated with the decentralization of management and administration in the educational system and to offer solutions for fostering the autonomy of province-based educational institutions. The research is being conducted using a mixed-method approach that combines documentary research and on-site focus groups of educators and students in provinces that fall under the purview of educational sandbox areas.

          The study discovered that while the Office of Educational Service Area has authority over academics, finances, and personnel, most schools under its inspection lack autonomy in educational administration and management. While pilot schools are autonomous in management and administration under the Education Sandbox Act B.E. 2562. It is necessary to alter several laws to give the Provincial Administration Organization, the Provincial Education Committee, and some schools direct authority to support autonomous administration and management.
