A GUIDELINE ON WORK-LIFE QUALITY DEVELOPMENT OF PERSONNEL IN VOCATIONAL TECHNICAL COLLEGE, CHAMPASAK PROVINCE, LAO PDR

Abstract
The objectives of this research included: to study the state of problems on work-life quality development of personnel in vocational technical college in Champasak province, Lao PDR; and to study the guideline on work-life quality development of personnel in vocational technical college in Champasak province, Lao PDR. The population in this research was 153 people. The instruments used in this research were questionnaires and interview formats. The statistics used were mean and standard deviation. The results of this research were as the followings. 1) The overall state of problems on work-life quality development of personnel in vocational technical college in Champasak province, Lao PDR was at moderate level and the average work-quality of life was at 3.63. When it was considered by aspect, the 8 aspects were individually found as follows. The overall provision of appropriate and fair rewards was at a moderate level (=3.24,S.D.=0.77). The overall safe and healthy environment was at the moderate level (= 3.56, S.D. =0.60). The overall personnel capacity development was at a moderate level (= 3.62, S.D.=0.53). The overall growth and safety was at a moderate level (= 3.66,S.D.= 0.58). The overall social integration was at a moderate level (=3.72,S.D.= 0.54). The overall right according to the constitution was at a moderate level (=3.73,S.D.=0.57). The overall work-life balance was at a moderate level (=3.75,S.D.=0.56). The overall social relations was at a moderate level (=3.76, S.D.=0.51). 2) For the guideline on work-life quality development of personnel in vocational technical college in Champasak province, Lao PDR, it was found as the followings. In the provision of appropriate and fair rewards, the budget should be equally allocated among personnel in the same field of work by considering cost of living in relation to the current economic condition. In personnel capacity development, budget should be allocated for capacity development of personnel through continuous internal and external meetings and seminars
