Developing an Administrative Model Based on Good Governance Principles for Administrators in Secondary Schools Under Bangkok Metropolitan Administration

This research article aimed to: 1) develop a good governance management model for secondary school administrators in Bangkok, and 2) evaluate the appropriateness and feasibility of the model. The sample consisted of 500 teachers and school administrators in the first semester of the 2025 academic year, selected through a multi-stage random sampling method covering small, medium, and large schools. The research developed a hypothetical model based on a six-component good governance framework: transparency, accountability, participation, rule of law, equity, and effectiveness. Data were collected using a Likert-scale questionnaire with high reliability and validity and were analyzed using Confirmatory Composite Analysis (CCA) and Partial Least Squares Structural Equation Modeling (PLS-SEM).
The research found that:
- The developed governance model consisted of six components: (1) rule of law, (2) morality, (3) transparency, (4) participation, (5) accountability, and (6) value for money.
- The evaluation of the model’s appropriateness and feasibility, in relation to teachers’ job satisfaction, indicated that the model had both direct and indirect effects mediated by organizational climate in both small and large schools. Participation was the most influential component (loading = 0.88), followed by rule of law (loading = 0.82), while morality was the least influential component (loading = 0.78). In conclusion, the developed model is appropriate and feasible for implementation.
