Guidelines for Developing Small Schools Towards Excellence Under the office of Khon Kaen Primary Education Service Area 3
Abstract
The objectives of this Mixed Methods Research were 1) to study the current state, desirable state, and priority needs for developing small schools towards excellence under the office of Khon Kaen Primary Education Service Area 3, and 2) to propose guidelines for developing small schools towards excellence under the office of Khon Kaen Primary Education Service Area 3. The quantitative sample consisted of 292 school administrators and teachers selected by simple random sampling. The research instrument was a questionnaire with a reliability of 0.95. The qualitative study involved in-depth interviews with 5 experts. Statistics used for data analysis included Percentage, Mean (), Standard Deviation (S.D.),
Priority Needs Index (PNImodified), and Content Analysis. The research findings were as follows: 1) The current state of administration towards excellence was at a Moderate level overall.
The desirable state was at a High level overall. The overall Priority Needs Index was 0.470. The top 2 highest priority needs were Learning Management for Holistic Learner Development and Building Networks and Cooperation with the Community. And 2) The guidelines for developing schools towards excellence, derived from data synthesis and confirmed by experts, totaled 15 guidelines, all rated as Highly Appropriate and Feasible for implementation. The most critical guidelines emphasized system development, including: strengthening the PLC (Professional Learning Community) process as a key mechanism for student data analysis and instructional planning, reinforcing the student support system to design differentiated learning, formally implementing a Shared Leadership system, establishing community-based learning as a core school policy, using social media platforms as the main communication channel with the community to ensure transparency, and initiating a project to create a school digital database.
