The Effectiveness of Royal Rainmaking Project Management for Drought Relief: A Case Study of Royal Rainmaking Operations Units in Nakhon Sawan Province

The objectives of this research were to: 1) study the level of efficiency in the management of the Royal Rainmaking Project for drought relief; 2) compare opinions on management efficiency classified by personal factors; and 3) study guidelines for improving the management efficiency of the Royal Rainmaking Operations Unit in Nakhon Sawan Province. This study employed a mixed methods research design. The quantitative sample consisted of 380 local residents and farmers in the study area, and 10 key informants participated in the qualitative phase. The research instruments were a questionnaire with a reliability coefficient of .899 and a semi-structured interview form. Quantitative data were analyzed using percentage, mean, standard deviation, Independent Samples t-test, and One-Way ANOVA, while qualitative data were analyzed through content analysis.
The findings revealed that:
1. The overall management efficiency of the Royal Rainmaking Project was at a high level. All six dimensions, namely resources, management processes, external environment, operational efficiency, stakeholder participation, and innovation and knowledge development, were also at a high level.
2. Overall opinions on management efficiency did not differ significantly by personal factors. However, significant differences were found in certain dimensions when classified by age and monthly income, indicating that specific demographic characteristics may influence perceptions of management efficiency in some dimensions.
3. Guidelines for improving management efficiency should focus on strengthening resource readiness, enhancing the flexibility of management processes, promoting continuous stakeholder participation and communication, and systematically integrating meteorological technology, innovation, and scientific knowledge to enhance efficiency and sustainability in drought relief within the study area.
