Abstract

Developing countries in socio-economic and political contexts requires to use of human resources, knowledge, skills and habits that are appropriate to the state of development, the mechanisms by which the development concept is applied and the practical implementation process. The result is clear. From this demand is obvious, the society needs to cultivate the plant of knowledge to nourish this society in later on. The phenomenon is often referred to as the knowledge based society.
