Development of information system for supporting the management policy and plan

The research aimed 1) to study the information system to support the policy and plan administration for Ubon Ratchathani Rajabhat University and 2) to find an efficiency of the information system in the study. The target groups were twenty-two personnel of Ubon Ratchathani Rajabhat University in the academic year 2013. They were divided into four groups: 5 experts, 2 staff of the policy and plan division, 10 personnel responsible for the material management of different faculties. The research instruments were the system test, the questionnaire on the efficiency of the system and an open-ended form of recommendations. Statistics used in data analysis were mean, standard deviation, and a criterion of the system efficiency.
The research findings were as follows. (1.) A developed information system to support the policy and plan administration could keep basic data, users’ data, project and plan data, budget allocation data, output data, activity data management, budget projects, financial units, GFMIS, purchase and procurement, hire data, inspection data, important document data, property registration, and users’ rights. (2.) The efficiency of the information system averaged 4.37, which was efficient at a high level. The system efficiency was verified by the experts in the computer program, the experts in the working system and the system user.
