Development of a Management System for Internal Quality Assurance of Schools under The Phichit Primary Educational Service Area Office

Abstract

The purposes of the study were as follows: 1) to investigate the problems and the requirements of development of a management system for internal quality assurance of schools under the Phichit Primary Educational Service Area Office, 2) to develop a management system for internal quality assurance of schools under the Phichit Primary Educational Service Area Office, and  3) to develop a manual as well as the policy and the operational proposals for using the management system for internal quality assurance of schools under the Phichit Primary Educational Service Area Office.
 There were three phrases of the research procedure: 1) the investigation of the problems and the requirements of development of a management system for internal quality assurance of schools under the Phichit Primary Educational Service Area Office were derived from documentary analysis by using the information from 508 copies of a questionnaire and  interviews of 15 educational professors; 2) development of a management system for internal quality assurance of schools under the Phichit Primary Educational Service Area Office was carried out through interviews of 6 educational professors, the operational meeting of 14 educational professors, and the expert referenced seminar of 9 educational professors; and 3) the manual as well as the policy and the operational proposals for  using the management system for internal quality assurance of schools under the Phichit Primary Educational Service Area Office developed by the researcher were evaluated by the 9 educational professors.
 The findings of the study were as follows:
 1. The investigation of the conditions, problems, and requirements of the management system development for the internal quality assurance of schools under the Phichit Primary Educational Service Area Office revealed that the overall condition of management system development was rather high. The problems of management system development were, namely, insufficient budget, a lack of knowledge and understanding of educational personnel and related persons. Furthermore, the following requirements: a sufficient budget allocation, preparing processing guideline and carrying out the process according to the guideline as well as an available training for the educational personnel and related persons were also found. However, the implementation of the educational development plan of the institutions was at the highest level of all.
 2. The result of the management system development for internal quality assurance of schools under the Phichit Primary Educational Service Area Office showed that the management system for internal quality assurance of schools under the Phichit Primary Educational Service Area Office consists of 8 sub-systems were processed through the systematic administration and the PDCA Cycle (Deming Cycle) in every step. The evaluation result by the educational professors of the management system for internal quality assurance of schools under the Phichit Primary Educational Service Area Office was at a high level. The appropriateness was high. Also, the feasibility was at the high level.
 3. The result of the development of the manual as well as the policy and operational proposals for using the management system for internal quality assurance of schools under the Phichit Primary Educational Service Area Office revealed that the manual which consists of 3 parts including the initial section (cover, title page, preface and table of contents), the content section which contains 5 chapters (Chapter I: Introduction, Chapter II: Structure and Responsibility, Chapter III: Principle, Concept and Quality Assurance Theory, Chapter IV: Procedure and Chapter V: the Policy and Operational Proposals) as well as the final section (Bibliography) The results of the evaluation of the manual by educational professors were appropriate at a high level and useful at the highest level.
