Guidelines for a Rehabilitation of Old Community on a Small Island: A Case Study of Koh Rat, Donsak District, Surat Thani Province, Thailand

Abstract
This study aims to study the following three objectives, including (1) to explore key issues and potential of an old community rehabilitation; (2) to promote a process of participation between the public sector and local government organization in preparing a community master plan; and (3) to set the guidelines for improvement and rehabilitation of the old community area of Koh Rat community, Donsak district, Surat Thani province. The Community Planning (CAP) and the Participatory Action Research (PAR) are applied to create the research framework. The research tools include geo-social mapping, interviews and questionnaires. A survey and focus groups are used for data collection with 67 participants to create an understanding of the community. The data are analyzed based on contents and descriptive statistics. Results of the key issues and potential of the community can be divided into three aspects, including the physical-environment, socio-culture and political-economics. A research working group collaborated to analyze, design, and create a community command and a community master plan. This group established the guidelines for an old community rehabilitation of Koh Rat, including 13 action plans and guidelines for the number of improvements 37 activities. In addition, this group collaborated to push the results of study to be a policy of the local government organization for further practical implementation.
