Enhancing Student Quality in Thailand’s Group 3 Higher Education Institutions: A Policy and Strategic Study

Abstract
This study analyzes policies and strategies for enhancing student quality in Thailand's Group 3 higher education institutions. Employing a qualitative methodology and systematic content analysis, data were collected from 33 key documents, including the Higher Education Plan for Workforce Development (Revised Edition 2023–2027), and international policy frameworks from the United Nations (2021) and the OECD (2023). Data analysis utilized a validated framework comprising a data verification checklist, a thematic categorization form, and a policy synthesis framework, reviewed by three experts. ChatGPT-4o was used as a preliminary tool to support categorization and synthesis, with subsequent researcher verification. The findings reveal a five-dimensional framework for enhancing student quality: (1) development of 21st-century skills; (2) promotion of student well-being; (3) building of collaborative networks; (4) support for lifelong learning; and (5) enhancement of international cooperation. Each dimension includes policy recommendations, strategic actions, measurable indicators, and contextually appropriate best practices for Group 3 institutions. This framework offers practical guidance for policy implementation, aiming to improve student preparedness for participation and competitiveness in the national and global digital economy.
