Comparative Study of International Postal Laws for the Revision of Thailand's Postal Legislation

Abstract
This article analyzes Thailand's Postal Act B.E. 2477 (1934) through a comparative study of postal laws from the United States, Germany, the United Kingdom, Singapore, and Indonesia. The analysis focuses on regulatory frameworks, licensing systems, and provisions for universal service to determine the Act's suitability for the current era. Documentary research revealed that the Act, in force for over 90 years, contains numerous provisions unsuitable for contemporary economic and social conditions and modern ways of life. To improve efficiency and international alignment, the study recommends establishing an independent regulatory body, implementing a combined licensing and registration system, creating a fund for universal basic postal services, and increasing the use of administrative sanctions instead of criminal punishments.
