Condition of School Based Administration in Local Development for the Schools Under the Local Government Organizations in Ubon Ratchathani Province

Abstract

This research aimed to 1) study the condition of school based administration in local development for the schools under the local government organizations in Ubon Ratchathani province, 2) compare condition of school based administration in local development for the schools under the local government organizations in Ubon Ratchathani province which be classified by position, original affiliation and experience in civil service and, 3) study the guidelines of the school based administration in local development for the schools under the local government organizations in Ubon Ratchathani province. Samples in this study were 298 respondents consisted of 29 school administrators and 269 teachers from the schools under the local government organizations in Ubon Ratchathani province. Sample size was calculated from Krejcie and Morgan’s table. Samples were obtained by stratified randomization and proportional comparison. Research instruments used in this study were rating scale questionnaire with 5 levels. The overall reliability of questionnaire was 0.98. Statistics used in the research were percentage, mean, standard deviation, t-test and F-test.

The research results were as follows; 1. Both overall and individual aspects of the condition of school-based administration in local development for the schools under the local government organizations in Ubon Ratchathani province were at the high level. 2. The overall condition of school-based administration in local development for the schools under the local government organizations in Ubon Ratchathani province which was classified by condition is not different. However, in each aspect, it was found that the principles of self-management were significantly different at the .05 level and in the aspect of the principles of check and balance were significantly different at the .01 level. Classified by affiliation, found that the overall is not different. And classify experiences of civil service, found that overall is not different, but in each aspect, found that the principles of returning the competence of education management to citizen were significantly different at the .05 level. 3. The suggestions for the condition of school-based administration in local development for the schools under the local government organizations in Ubon Ratchathani province were 1) Decentralization aspect; the educational institutions should obviously decentralize the decision making authorities and responsibility to the department head, 2) Participation aspect; the educational institutions should allow the administrators, teachers, students, communities and, the school board to jointly improve the quality of education management, 3) Return power to people principles aspect; the educational institutions should provide the opportunities for the school committees to play a role in appointing advisors or sub-committees for administrate and arrange education of the school, 4) Self-managing aspect; the administrators must be neutral, wise, up-to-date, creativity and bring the visions of the school into actions, moreover, administrators should have principles of management and self-development all the time, 5) Check and balance aspect; the educational institutions should have systems and mechanisms for monitoring the implementation of educational development plans and the use of resources in schools, also a clear and transparent quality audit system within the school
