บทคัดย่อ

บทความวิชาการชิ้นนี้นำเสนอกรอบแนวคิดพื้นฐานที่ถูกนำมาใช้ในการศึกษาวิเคราะห์การนำนโยบายไปปฏิบัติ โดยสามารถแบ่งได้เป็นสามประเภทหลัก ประกอบด้วย กรอบแนวคิดการนำนโยบายไปปฏิบัติแบบบนลงล่าง แบบล่างขึ้นบน และแบบผสม เนื้อหาในบทความนี้บ่งชี้สมมติฐานหลัก ตัวแปรสำคัญ และตัวอย่างกรอบแนวคิดของนักวิชาการที่โดดเด่น ซึ่งถูกอ้างอิงและนำไปใช้ศึกษานโยบายอย่างกว้างขวาง เพื่ออธิบายช่องวางและความสัมพันธ์ระหว่างระหว่างนโยบายและเป้าหมายนโยบายที่กำหนด และผลลัพธ์จริงของนโยบายเมื่อได้นำไปปฏิบัติแล้ว อย่างไรก็ตาม กล่าวได้ว่า กรอบแนวคิดเพื่อศึกษาและทำความเข้าใจในการนำโยบายไปปฏิบัติในโลกที่มีพลวัตและความซับซ้อนสูงยังคงมีพัฒนาการอย่างต่อเนื่องและยากจะอธิบายได้อย่างครบถ้วนในคราวเดียวได้ในบทความนี้
