Abstract
This thesis has studied the formation and existence of Sufficiency Economy Philosophy (SEP) in Thai public policy. SEP is an important development concept that is unique to Thai society, and it has been adopted as a development policy by the Thai government. This thesis aims to point out how the SEP policy has been developing and becoming a development policy in Thailand for a long time and how the government transforms SEP into a public policy. The result found that the SEP has been forming a policy from the factors of the SEP's goal of dealing with various problems, the continuous infiltration of the SEP into Thai policy and administration, and the change of government in 2006. The SEP policy has existed for a long time and has been implemented continuously until the present because several political and institutional factors have caused it. The institution-based models point out that the Thai government uses many political institutions to regulate the SEP policy, which can be enforced and implemented for a long time. As established in the Constitution and Administrative Law, in the government's strategy and development plans from the national to the agency levels, and in Cabinet measures that have an official influence on SEP policy. The interest-based models present that the SEP policy and projects can lead to many benefits and incentives for civil servants. Such as receiving a larger budget allocation, stability and advancement in career, more independent policy decision-making power, and benefits and incentives in other dimensions are similar.
