PERSONNAL MANAGEMENT OF OFFICE OF THE COURT OF JUSTICE

Abstract

This research had objectives to study 1) the personnel administration of the Court of Justice and 2) the problems and obstacles in the personnel administration of the Court of Justice. The research was a qualitative research through in-depth interviews. The needed data was collected from in-depth interviews with 14 key informants including directors, and operational staff and specialist in human resource management using purposive sampling technique.

The data analysis results were summarized as follows. 1) Personnel planning was unable to find substitute workforces resulting in system failure and delay. 2) Recruitment / selection of personnel and personnel appointment was no clear direction and no same standard. 3) Personnel development focuses on skillful work and standards, which it leads to conduct personnel development through formal and informal learning activities. 4) Financial problems of personnel was an important issue in the maintenance or retention of personnel. 5) Performance evaluation found that the performance appraisal tool was not able to clearly measure the results. And, 6) dismission of personnel from work was a problem and had to urgently resolve because there were many staff members who worked inefficiently but was unable to be dismissed from the governmental work system unless they did anything against the discipline of the organization.
