THE SUCCESS FACTORS OF COOPERATION BETWEEN GOVERNMENT AGENCY AND NON-PROFIT CHARITABLE ORGANIZATIONS IN DISASTER PREVENTION AND MITIGATION: THE CASE STUDY OF THE FLOOD IN NAKHON SI THAMMARAT PROVINCE

The objectives of the research are 1) to study factors affecting successful cooperation between the government agency and non-profit charitable organizations in disaster prevention and mitigation: The case study of the flood in Nakhon Si Thammmarat Province 2) to study the problems and obstacles of cooperation between the government agency and non-profit charitable organizations in disaster prevention and mitigation: The case study of the flood in Nakhon Si Thammmarat Province and 3) to propose guidelines for cooperation between the government agency and non-profit charitable organizations in disaster prevention and mitigation: The case study of the flood in Nakhon Si Thammmarat Province. In this qualitative research, data were collected from in-depth interview and participatory observation. The sample group of 30 participants were 5 participants from government agency, 15 participants from non-profit charitable organizations, and 10 participants from flood victims.
According to the research, it was found that the success factors of cooperation between the government agency and non-profit charitable organizations in disaster prevention and mitigation: The case study of the flood in Nakhon Si Thammmarat Province included leader factor, objective factor, and decision-making authority factor. As for the problems and obstacles of cooperation included communication and coordination factor, employees relationship factor, the different relationships, resources factor, and exploitation and intervention factor
The researcher presented the cooperative disaster management model for further improvement and development of cooperation in disaster prevention and mitigation.
