Development of Educational Technology Administration Model According to School Library Standard for Small School under the Office of the Basic Education Commission

Abstract

This research aimed to study the condition, composition, creation, and endorsement of educational technology management models according to the school library standard framework under the Office of the Basic Education Commission. Methods of conducting research have proceeded through 3 phases: 1) The study of conditions and components of technology management for education. This was divided into two sub-steps: the synthesis of educational technology frameworks compared with the school library standard framework, and the preparation of questionnaires and interview forms for 400 small elementary schools. 2) Models construction using information from step 1 to outline the models, assess suitability, possibility, and benefit by 21 experts. 3) Model endorsement by 5 qualified experts. This analyze the data by finding means and standard deviation.

The results of the research were as follows: Condition of technology management for education in accordance with the framework school library standard criteria, from a total average of all levels of operations. The standard is at a high level (=3.55, S.D.=0.91). The constituent elements of the synthesis of the educational technology framework (AECT) compared with the school library standardization framework and management processes consisted of 3 components as follows: 1) the Educational Technology Executive Committee 2) Educational technology framework such as basic technology in audiovisual media for education. Information for education, electronic media and telecommunication and academic services; and 3) process of technology management for education; for creating a pattern from step 1 and assess the suitability possibility and the usefulness of the model by 21 experts. The qualified experts’ opinions are that the components of the educational technology management model according to the school library standard framework, overall was at the highest level, i.e., suitability (=4.73, S.D.=0.59) and usefulness (=4.67, S.D.=0.54), while the probability was at a high level (=4.43, S.D.=0.72).

The model of technology management for education in accordance with the school library standard framework that was developed consisted of 3 components as follows: 1) the Educational Technology Executive Committee 2) Educational technology framework such as basic technology in audiovisual media for education. Information for education, electronic media and telecommunication and academic services; and 3) process of technology management for education; planning, organization, control, coordination, leadership, evaluation, and performance motivation. The qualified experts’ opinions are that the technology management model for education in accordance with the school library standard framework is the most appropriate and useful (=4.80, S.D.=0.22 = 4.79, S.D.=0.27) and possible to be applied at a large level (=4.41, S.D.=0.54).
