Abstract

The objectives of this research were 1) to study the current and desirable conditions of The Guidelines Development for Learning Loss Restoration Operational Procedure under the Lop Buri Primary Educational Service Area Office 1, 2) to analyze the needs assessment of The Guidelines Development for Learning Loss Restoration Operational Procedure under the Lop Buri Primary Educational Service Area Office 1, and 3) to propose guidelines for The Guidelines Development for Learning Loss Restoration Operational Procedure under the Lop Buri Primary Educational Service Area Office 1. The sample group consisted of 306 school administrators and teachers under Lop Buri Primary Educational Service Area Office 1 in the academic year 2024, calculated using Taro Yamane's formula and selected by stratified random sampling based on school size from 144 schools, with a ratio of 30:70 for school administrators to teachers. The research instruments were a questionnaire on current conditions with a reliability of 0.975, a questionnaire on desirable conditions with a reliability of 0.987, and a semi-structured interview form. Data were analyzed using percentage, mean, standard deviation, Priority Needs Index (PNIModified), and content analysis with descriptive writing. The research findings were as follows: 1) The overall current and desirable conditions of The Guidelines Development for Learning Loss Restoration Operational Procedure under the Lop Buri Primary Educational Service Area Office 1 were at high and highest levels, respectively. 2) The highest priority need for The Guidelines Development for Learning Loss Restoration Operational Procedure was Measure 4: Developing digital media repositories for open learning and linking educational information. 3) The guidelines for The Guidelines Development for Learning Loss Restoration Operational Procedure under the Lop Buri Primary Educational Service Area Office 1 consisted of steps and processes that can be fully applied to all seven measures.
