THE FEASIBILITY STUDY OF ESTABLISHING A RECYCLING INDUSTRIAL ESTATE IN THE EASTERN ECONOMIC CORRIDOR (EEC), THAILAND

Abstract

The recycling industrial estates establishment in the Eastern Economic Corridor (EEC) is
a response to the government's circular economy policy and BCG model, as well as the potential and readiness of infrastructure and industrial resources in the area. This research aimed to propose guidelines and models for the recycling industrial estates establishment in the Eastern Economic Corridor of Thailand. Data were collected from relevant documents and in-depth interviews with key informants. Data were then analyzed using content analysis.

The results of the research found that 1) the establishment of recycling industrial estates should focus on the specialized industrial estate model; 2) the selection of suitable land plots should consider location and accessibility, land size and physical suitability, environmental considerations, legal and urban planning, infrastructure and utilities, social acceptance and labor market, and EEC or BOI incentives; 3) the land use program emphasizes the principle of zoning and cluster, consisting of recycling industrial zone, environmental management zone, innovation and support services zone, commercial and residential support zone, and green area and buffer zone; and 4) the source of funds, consisting of funds from government agencies, joint ventures with government or private organizations, carbon credit sales, green finance or sustainable finance, and infrastructure funds.
