The Model of the Educational Quality Development in Yasothorn Primary Education Service Area 1

Abstract
The research aimed to develop the model of the educational quality development which could affect the educational quality development, to explore the relations of implementing the model and learning achievement of grade six and nine students and to examine the results of the educational development of the Office of Yasothon Primary Education Service Area 1. The model in use was 139 Yasothn 1 Excellent Model. The samples were 193 school administrators, 193 teachers, 20 education supervisors, and 19 chairpersons of the educational quality network. The research instruments were 1) the guidelines for the quality development based on model 139 Yasothon 1 Excellent Model, and 2) the questionnaire on the opinion concerning perception and utilization of the model in the study. Basic statistics were used to analyze data. Referential statistics were used to seek the value of correlation. The research findings were as follows. 1. The model in the study was found to be suitable at the highest level. The guidelines for the development of educational quality according to the model under study in terms of instructional organization, administration and educational supervision were found to be suitable at the highest level. 2. The factors of instructional organization, administration and educational supervision according the model in the study were related to the learning achievement (O-NET) with a statistical significance of .01. The value of the multiple correlation was R2 = 0.874, Adj R2 = 0.872. It showed that these factors could predict by 87.20%. 3. Concerning the results of the educational quality development by the Office of Yasothon Primary Education Service Area 1 by using 139 Yasothon 1 Excellent Model, it was found that 41 schools in the academic year 2012 were evaluated for the external quality assurance, 39 schools at the pre-school level were accredited for their quality accounting for 95.12%. At the primary schools level, 40 schools were evaluated and accredited for their quality accounting for 97.56%.
The learning achievement or O-Net results of Pratomsuksa 6 students (Grade 6) and Mattayomsuksa 3 students (Grade 9) in the academic year 2012 were 47.80 and 44.03 respectively. In the academic year 2013, the average was 54.88, and 46.83 respectively. The average of 2 academic years were higher than the national average.
