Governor’s Policy Leadership in Disaster Management: Three Cases Studies in Phuket, Nakhon Sri Thammarat, and Chiang Rai Province

Abstract
Emphasizing on the question how does governor’s policy leadership result in efficacy of reducing risks’ disaster management implementation. This paper intends to propose a suitable role of the governor in disaster management by studying governors’ role through three case studies; 2018 Phuket boat capsizing, 2019 Nakhon Sri Thammarat Pabuk tropical storm, and 2018 Chiang Rai Tham Luang cave rescue, by exploring two aspects of governors’ action (i) an approach in implementing disaster management policy to practices (ii) the governors’ leadership related policy implementing process. This study is mainly based on documentary revision. By using Jeffrey S. Luke’s concept of leadership policy analysis, this study concludes that efficiency policy is engaged with risk reduction management, planning, and practice by area-based approach. Policy leadership thus is expected to be a governor’s character for effectiveness policy implementation.
