คนพิการกับการเข้าถึงเทคโนโลยีสื่อสารด้านกิจการ กระจายเสียงและโทรทัศน์ เพื่อการพัฒนาคุณภาพชีวิต: การศึกษาเชิงวิเคราะห์ วิจักษ์ และวิธาน

Abstract

                   The objective of the research was to discuss the question: “Has the promotion on communication technology for persons with disability to access the information via broadcasting supported them to develop their quality of life?” The research was designed to use the philosophical approach consisting of analytic, appreciative and applicative which led to the suggestion of how to adapt the philosophy for the benefitof the society and the communication study.
                   The research found out that although the effective promotion on communication technology did not develop the quality of lives of persons with disability, there might be some opposed people who strongly believed that the quality of life in persons with disability was already developed by the actual technology and at the same time the state had been regulate by law to support disable people to reach the communication technology as other people did. Then, the researcher argued the weak points of the opposition that the actual communication technology only created a society of hyper-reality that gave the impression to persons with disability to regard themselves to be equal with the normal ones when holding communication devices. Such technology, however, constituted its new value in society just for benefit.
                   Eventually, because of those weaknesses, the researcher proposed the reason that only the information that met the needs of persons with disability could promote the development of quality of life. Moreover, the communication technology was only their tools to access the information. The result of this research was to indicate the value of the postmodern philosophy to promote the unity in diversity and the development of the capability of human in order to develop the quality of life of persons with disability.
                    In conclusion, the researcher believed that moderate post-modern paradigm did not aim to be against the ongoing process but analyzed the existing system and searched for weaknesses and opportunities to develop a better paradigm for promoting communication technology to support the access to information in broadcasting for persons with disability to develop their quality of life. This should develop by building the understanding and participation of everyone, meaning persons with and without disability, to create the society of everyone. The researcher, then, recommended to research more on philosophy of technology for the development of quality of life of persons with disability.
