Guidelines for the Operation of The Education Plan for the Disable Person No.3 of School for Disabilities Group 1 and 2 Under the Special Education Bureau

Abstract
The objectives of this research were 1) to study the current and desirable conditions of the operation of The education plan for the disable person no.3 of school for disabilities group 1 and 2 under the special education bureau, 2) to analyze the needs assessment of the operation of The education plan for the disable person no.3 of school for disabilities group 1 and 2 under the special education bureau, and 3) to propose the guidelines to promote the operation of The education plan for the disable person no.3 of school for disabilities group 1 and 2 under the special education bureau. The sample group consisted of 279 school for disabilities group 1 and 2 administrators and teachers under the special education bureau in the academic year 2024. The research instruments were a questionnaire on current conditions, a questionnaire on desirable conditions, and a semi-structured interview form. Data were analyzed by percentage, mean, standard deviation, Priority Needs Index (modified), and content analysis. The results were as follows: 1) The overall current and desirable conditions of the operation of the education plan for the disable person no.3 of school for disabilities group 1 and 2 under the special education bureau were at high and highest levels, respectively. 2) The highest priority need for the operation of the education plan for the disable person no.3 of school for disabilities group 1 and 2 under the special education bureau was Strategy 6: Enhancing learning efficiency towards excellence. 3) The guidelines for promoting the operation of the education plan for the disable person no.3 of school for disabilities group 1 and 2 under the special education bureau consisted of steps and processes that can be fully applied to all eight strategies.
