Competency-based Assessment Model for Personalized Learning at Thammasat Secondary School

Abstract
Thammasat Secondary School developed its assessment model based on the knowledge and experience accumulated during the schoolís first three years (2017-2019). As the first cohort of students approached the completion of lower secondary education, the upper secondary curriculum was developed to promote personalized learning instead of conventional packaged programs of study typically provided in Thai schools. This approach aimed to allow students to learn and develop in their own ways. However, personalized learning cannot be achieved within the conventional time-based education system due to inconsistencies between learning paradigms and educational paradigms. Therefore, transitioning to a competency-based education system was necessary to support and align with personalized learning. This required a complete redesign of the assessment model, implemented alongside the launch of the upper secondary curriculum in the 2020 academic year. The model was continuously improved and expanded for use throughout the entire school by the 2023 academic year. Thammasat Secondary Schoolís current assessment model comprises seven interconnected, consistent, and causally related components: (1) learning outcomes, (2) proficiency levels, (3) individual tracking, (4) competency-based grading system, (5) competency-based report card, (6) three-way conference, and (7) benchmarking system. All stakeholders involved share a successful understanding of the implementation of this model.
