INNOVATION OF DISTRICT HEALTH SYSTEM (DHS) AND DISTRICT HEALTH SERVICE IN CHAI NAT PROVINCE

Abstract
Thailand (NHSO) had a policy to promote and development the District Health System (DHS). This was a participation system from all sectors to solve the health problems. The purpose of this research were to evaluate the development of district health system (DHS) in Chai Nat Province by using CIPP Model in 4 sections that composed of context, input, process and product section. The data was collected from the 160 health personnel and stakeholder who involving DHS by using the questionnaires, DHS assessment, in-depth interview and focus group discussion from April to September 2017. The quantitative data were analyzed by using frequency and percentage while the content analysis and triangulation were used for the qualitative data. The results showed that Chai Nat DHS policy had been developed since 2015 and transmits to health personnel and stakeholder, set up operation structure and job description. The important operation were SI3M consisted of structure, Information, Intervention and Innovation, Integration, monitoring and evaluation and appreciative inquiry. In addition to, the output value was find problems in community. People were good understanding, and participated with good relationship. The network could integrated resources, and did activities that sensitive or responsive to community problem. Furthermore, it was utility of health, and supported moral value. The suggestion of this study for District Health Office should encourage executives to support the development of the district health system, and establish the involvement of all sectors partnership networks. As well as promote health promoting hospital district has the opportunity to develop the social capital and local knowledge in health care and the health problems of people.
