Abstract

This research aimed to investigate the current conditions, problems, and development guidelines for the administration of World-Class Standard Health Promoting Schools in the Phop Phra Valley Ruam Thai School Cluster under the Tak Primary Educational Service Area Office 2. The sample consisted of 186 school administrators and teachers. In addition, nine experts were interviewed to provide recommendations for development. The research instruments included a questionnaire and a semi-structured interview form. Data were analyzed using percentage, frequency, mean, standard deviation, and content analysis. The findings revealed that the overall level of school administration was at a high level (x̄ = 4.16). The aspect with the highest mean score was Good Nutrition, Safe Food, and Healthy Thai Children, followed by Safe Environment and Disease-Free Schools, and School Health Services for Healthy Students, respectively. Administrative problems were found across all 10 components of the World-Class Standard Health-Promoting School criteria, with the most prominent issues being as follows: parents and community members had limited awareness of school health policies; students had insufficient opportunities to participate in designing creative health promotion activities that addressed health issues through a systematic approach; and schools lacked effective mechanisms for collaborating with local agencies to provide continuous support for health promotion activities. The proposed development guidelines suggest that schools should adopt participatory management, enabling all stakeholders to jointly analyze problems and formulate development plans. Schools should also strengthen personnel capacity through Professional Learning Community (PLC) processes and continuous supervision and monitoring. In addition, digital technologies should be integrated into health information management and health learning resources. Finally, schools should establish collaborative networks with external organizations to enhance resource support and ensure the sustainable implementation of health-promoting school programs.
