The objectives of this research were: 1) to study the current conditions, problems, and needs of participatory management; 2) to develop a participatory management model; 3) to study the implementation results of the developed model; and 4) to evaluate the effectiveness and certify the quality of the participatory management model for improving educational management quality at Ban Suan Luang School (Rattanawichit Phittayakhan). The research followed the Research and Development (R&D) methodology, divided into 4 phases. The target group consisted of school administrators, teachers, members of the Basic Education School Board, and parents, totaling 530 participants. The research instruments included a document analysis form, an in depth interview form, a satisfaction assessment form, and a quality certification record form. Data were analyzed using mean, standard deviation, and content analysis.
-
The research findings were as follows:
- The current conditions, problems, and needs regarding participatory management were categorized into two main issues:
1) Empirical Document Analysis Results: A high proportion of students demonstrated academic achievement below established criteria (with failing grades, incomplete, and unassessed statuses). Teachers lacked skills in Active Learning management
and authentic assessment. Furthermore, school management faced an imbalance in staff workload and a deficit of empirical success. 2) In-depth Interview Results: Most stakeholders participated only in providing resource support, lacking involvement in strategic planning and decision-making. There was a strong demand to transform educational stakeholders into active educational partners. - The developed participatory management model, named “A PERFECT Model,” comprises 8 components driven through 4 dimensions of participation: 1) A: Analysis & Aim,
2) P: Planning, 3) E: Empowerment, 4) R: Resource Sharing, 5) F: Fruitful Success, 6) E: Equity,
7) C: Checking, and 8) T: Total Evaluation. - The implementation of the model revealed significant improvements across four dimensions: 1) Student Quality: Students achieved an average academic score of 89.10%, with 99.92% attaining an “Excellent” level in desirable characteristics, and national test scores
(RT, NT, O-NET) consistently exceeding national averages. 2) Teacher Quality: Teachers actively developed Active Learning innovations and earned 11 national awards. 3) Administrator Quality: School leaders demonstrated transformative leadership with transparent and accountable governance, receiving continuous regional and national recognitions. 4) School Quality: The school established a robust management system, functioned as a model learning organization, and won 23 national-level awards. - Effectiveness Evaluation Results: The target group expressed the highest level of satisfaction with the implementation of the model overall (x̅ = 4.74, S.D. = 0.33) Experts certified the quality of the model in terms of consistency, propriety, feasibility, and utility, confirming its effectiveness as a best-practice innovation for participatory educational management.
- The current conditions, problems, and needs regarding participatory management were categorized into two main issues:
