The Development of a Participatory Management Model for Improving Educational Management Quality at Ban Suan Luang School (Rattanawichit Phittayakhan)

Abstract

The objectives of this research were: 1) to study the current conditions, problems,
and needs of participatory management; 2) to develop a participatory management model;
3) to study the implementation results of the developed model; and 4) to evaluate the effectiveness and certify the quality of the participatory management model for improving educational management quality at Ban Suan Luang School (Rattanawichit Phittayakhan). The research followed the Research and Development (R&D) methodology, divided into four phases. The target group consisted of school administrators, teachers, members of the Basic Education School Board, and parents, totaling 386 participants. The research instruments included a document analysis form, an in depth interview form, a satisfaction assessment form, and an innovation certification form. Data were analyzed using mean, standard deviation, and content analysis.

           The research findings were as follows:

1. 1. The current conditions, problems, and needs regarding participatory management were categorized into two main issues: 1) Empirical Document Analysis Results: It was found that a high proportion of students demonstrated academic achievement below the established criteria, as evidenced by a significant number of "I" (Incomplete), "W" (Withdrawal/No-entry), and "0" (Failing) grades. Teachers lacked skills in Active Learning management and authentic assessment. Furthermore, school management faced a lack of balance in staff workload and a deficit of empirical success and recognition. 2) In-depth Interview Results: It was revealed that most stakeholders participated only in providing resource support, while lacking involvement in strategic planning and decision-making. Consequently, there is an essential need to elevate these networks to become "Educational Partners" with a profound role in educational management.
2. 3. The implementation of the model during the 2025 academic year revealed that students achieved an average academic score of 89.10%. Furthermore, 99.92% of students attained the "Excellent" level in desirable characteristics. National test results, including RT, NT, and O-NET, consistently exceeded national averages in all categories. Additionally, the school received a total of 23 national-level awards for its achievements.
3. 4. Effectiveness Evaluation Results: The target group expressed the highest level of satisfaction with the implementation of the model overall ($\bar{x}$ = 4.74, S.D. = 0.33). Experts certified the quality of the model in terms of consistency, propriety, feasibility, and utility, confirming its effectiveness as a best-practice innovation for participatory educational management.
