Operational Challenges of the Student Support System with HERO OBEC CARE at Ban Huay Sai School, Phang Nga Province

This study aimed to examine the operational challenges of the HERO OBEC CARE student support system at Ban Huay Sai School, Phang Nga Province, and analyze supporting factors and barriers in implementing this system. This qualitative case study research integrated the Technology-Organization-Environment (TOE) Framework with the Implementation Science Framework. The target group consisted of 9 participants: school administrator, advisory teachers, and a school admin. Research instruments included document analysis forms and in-depth interview forms. Data were analyzed using content analysis.
The study revealed four main challenge dimensions: human resources and organizational structure, data volume and complexity, time and processes, and contextual appropriateness. Key supporting factors included policy support from supervisory agency, the system's ability to integrate data from existing systems, and personnel commitment. Major barriers were resource and infrastructure limitations, time constraints and workload management, and conflicts between system approaches and local culture. This study generated five new knowledge contributions: a multi-dimensional challenge model for small schools, the concept of contextual conflict, an ecosystem appropriateness assessment framework, integration of TOE Framework with Implementation Science, and the hybrid care model concept. The findings suggest improving the system to suit small school contexts by reducing data complexity, improving operational timeframes, and developing a hybrid care model that combines technology with community mechanisms.
