This study employed a Research and Development (R&D) approach with five objectives  1) to examine the current conditions, desirable conditions, and priority needs in the management of Vocational Certificate Programs (Type 3).2) to develop a professional competency integration mechanism to a provincial Credit Bank system for seamless education using the Kanchanaburi Model. 3) to investigate the implementation results of the mechanism in pilot and network schools. 4) to examine stakeholders’ perspectives toward the implementation and 5) to synthesize policy recommendations for the development of seamless education. The research was conducted through five phases: needs assessment analysis, principles synthesis and mechanism development, pilot implementation, stakeholder evaluation, and policy synthesis. The sample consisted of 160 administrators and teachers and 696 stakeholders. The research instruments included questionnaires, interviews, focus group discussions, and expert evaluation forms. Data were analyzed using mean, standard deviation, the Modified Priority Needs Index (PNI_modified), and content analysis.
    The findings revealed that:
    1) The overall current condition of the management of Vocational Certificate Programs (Type 3) was at a high level (x̅ = 4.04, S.D. = 0.91), while the desirable condition was also at a high level ( x̅= 4.42, S.D. = 0.71). The analysis of the Modified Priority Needs Index (PNI_modified) indicated that assessment and evaluation was the highest priority need, followed by curriculum development, learning management, and supporting factors, respectively. These findings served as essential information for developing the professional competency integration mechanism.
    2) The professional competency integration mechanism to a provincial Credit Bank system was developed under the Kanchanaburi Model, which consists of four major dimensions: curriculum management, learning management, assessment and evaluation, and supporting factors and collaborative networks. The mechanism was synthesized into five competency integration processes: competency development, competency assessment, learning recognition, conversion of learning outcomes into credits, and credit accumulation in the Credit Bank system, leading to credit transfer and seamless education. The quality evaluation by 20 experts showed that the overall quality of the mechanism was at the highest level ( x̅ = 4.51, S.D. = 0.54), including accuracy ( x̅ = 4.56, S.D. = 0.53), appropriateness ( x̅= 4.50, S.D. = 0.55), and feasibility ( x̅= 4.52, S.D. = 0.54).
    3) The implementation of the competency integration mechanism in pilot and network schools revealed that schools were able to apply the mechanism through curriculum management, learning management, assessment and evaluation, and collaborative networking to support students’ competency development, recognition of learning outcomes, and preparation for participation in the Credit Bank system.
    4) Administrators, teachers, students, and parents expressed their opinions toward the implementation of the mechanism at high to the highest levels. Administrators reported the highest level of opinions ( x̅= 4.37, S.D. = 0.53), followed by teachers ( x̅= 4.48, S.D. = 0.59), students at a high level (x̅ = 4.23, S.D. = 0.65), and parents at the highest level (x̅ = 4.38, S.D. = 0.61). These findings indicate that the mechanism was appropriate for the local context and demonstrated its potential for broader implementation.
    5) The policy recommendations emphasized the development of a provincial Credit Bank system as a supporting mechanism for seamless education, the development of competency recognition and credit transfer systems in collaboration with higher education institutions,
and the expansion of implementation to educational institutions in other contexts.
