The objectives of this research are: 1. to develop creative writing abilities of third-year secondary school students using an open learning approach (Open Approach), with at least 80 percent of students passing the criteria of 80 percent or more; 2. to compare the creative writing abilities of third-year secondary school students before and after using the open learning approach (Open Approach). The sample group consisted of 14 third-year secondary school students at Bayao Pattana Suksa School, Wang Sam Mo District, Udon Thani Province, under the Office of Udon Thani Primary Educational Service Area 2, during Semester 2 of the Academic Year 2023. The research tools included: 1. tools used in practical experiments, such as plans for organizing learning activities for third-year secondary school students using the Open Approach learning model (3 units, 9 plans, 18 hours); 2. tools used to reflect on the results of the workshop: (2.1) behavior observation form, which records student behavior during each learning activity; (2.2) end-of-cycle test, which measures creative writing abilities of students after each practical cycle (3 sets of subjective tests, 1 question each); 3. tools used to evaluate research results, including a creative writing achievement test for third-year secondary school students created by the researcher, consisting of 30 multiple-choice questions. The data analysis involved basic statistics such as percentage, mean (Arithmetic Mean), and standard deviation (S.D.). The research results are as follows: 1. At least 80 percent of the students developed creative writing abilities using the open learning approach (Open Approach). In the entire practice cycle, an average of 11 out of 14 students passed the criteria, accounting for 80.95 percent, which is higher than the specified criteria of 80 percent. The mean score (x̅) for all 3 practice cycles was 12.40 points out of 15, calculated as 83.86 percent, with a standard deviation of 1.32. 2. Third-year secondary school students who participated in the creative writing learning activity plan using open learning management (Open Approach) showed higher academic achievement after studying, with a statistically significant improvement at the .05 level.
