THE IMPLEMENTATION OF THE STRATEGIC PLAN OF LOCAL ADMINISTRATIVE ORGANIZATION IN MUANG DISTRICT, PHITSANULOK PROVINCE

Abstract

The purposes of this research were 1) to study the opinions of personnel on the study of the implementation of the strategic development plan of the local government organization in Mueang District, Phitsanulok Province, 2) to compare the factors affecting the opinions of the personnel to study of the implementation of the strategic development plan of the local government organization in the Mueang District, and 3) to study the guidelines for the implementation of the strategic development plan of the local government organization in Mueang District Phitsanulok Province. It was the quantitative research and qualitative research. The samples used for quantity with 400 informants and for quality with 22 key informants. The research tools used for collecting data were questionnaires and interview forms. Data analysis was used by frequency, distribution, percentage, mean, standard deviation, t-test and F-test. The results of the research showed that 1. The opinions of personnel on the study of the implementation of the strategic development plan of the local administrative organization in Mueang District Phitsanulok Province were in high level of all 8 aspects. And when considered in each aspect, the highest average value was infrastructure and public utilities, followed respectively by the good management of the local government organization, and the lowest average value was the career development and the income increase. 2. Comparison the factors affecting the opinions of the personnel, the study, the implementation of the strategic development plan of the local administrative organization in Mueang District Phitsanulok Province Classified by personal factors was found that the duration of work in the department and the factors for implementing the development strategy affecting differently in implementation of strategic development plan to the local government organization in Mueang District, Phitsanulok Province. 3. Guidelines for implementing the strategic development plan of the local government organization in Mueang District Phitsanulok province was found that the guidelines for driving development strategies to be effective had to start from the management concepts of the executives, assessing the environment in all aspects, analyzing the agency's potential using SWOT Analysis techniques, conducting with participation from all sectors, brainstorming both from government and private sectors, the collaboration of people in the organization, providing public relations, and public participation. The government should be the only supporter, but focused mainly on the people by allowing them to participate in driving various strategies which was a direct solution to the problem, resulting in lasting achievement. The implementation of the development strategic plan of the local government organization should focus on solving the problems of the people in the area as much as possible.
