AN IMPLEMENTTATION OF DHARMACRACY IN THAI SANGHA ADMINISTRATION

Abstract

This study employed the documentary research method.This study aims 1) to investigate the concept of Dharmacracy in Buddhist teachings, 2) examine the implementation of Dharmacracy in the administration of Thai Sangha, and 3) propose the guidelines for the implementation of Dharmacracy in the administration of Thai Sangha.

The results showed that the principles of Dharmacracy revolved around dhamma and justice. Such principles highlighted the use of dhamma in the management and administration.Furthermore, it was found that the implementation of Dharmacracy in the administration of Thai Sangha was based upon the Buddhist missions in six aspects including 1) the maintenance of virtue and peace, 2) the study of Buddhism, 3) the educational welfare, 4) the Buddhist propagation, 5) the public facilities, and 6) the public assistance. This would help the monks to be able to develop and adapt themselves to the changing society. In addition, the study recommended that the monks should strictly behave according to the Dhamma Vinaya which was the supreme covenant. In addition, this study also suggested a reformation of Thai Singha administrative structure in order to increase the effectiveness of the administration. Such reformation could be done through the amendment of rules and regulations designated by the Sangha Supreme Council of Thailand to match the current social conditions. Plus, the four assemblies residing near the monastery should be allowed to take part in the promotion and preservation of Buddhism.
