GUIDELINES FOR CREATING REGULATIONS FOR COMMUNITY ENTERPRISE GROUPS WITH PUBLIC PARTICIPATION

Abstract

This research aimed to study the potential of community enterprise group integration and creation of community enterprise group regulations with public participation. Qualitative research methodology was used, using in-depth interviews as the data collection tool, with 30 key informants Including relevant officials, committee chairs and members of community enterprise groups, community leaders and local scholars, and academics, using purposive selection methods and using content analysis techniques to describe details, interpret and explain the research results. It was found that 1) The potential of the integration of the organic agricultural community enterprise group with a self-sufficient lifestyle in Ban Tung Ko, Nong Methee Subdistrict, Tha Tum District, Surin Province, has 6 factors: resource factors, knowledge factors, cooperation factors, management factors, marketing factors, and technology factors 2) Creating community enterprise group regulations with public participation. There is a mechanism for public participation in creating community enterprise group regulations according to the 4-step public participation framework, namely 1) Step 1: Participation in planning is the participation of the people in determining the direction and framework of operations in creating community enterprise group regulations 2) Step 2: Participation in operations is the participation of the people in the creation of community enterprise group regulations, from drafting the regulations, revising the regulations, and voting to approve the regulations. 3) Step 3: Participation in receiving benefits is the participation of the people in determining the guidelines for distributing benefits from the operations of the community enterprise group and 4) Step 4: Participation in monitoring and evaluation is the participation of the people in monitoring and evaluating the performance of the community enterprise group. In each area, the steps and mechanisms for public participation are clearly defined. In order for community enterprise group members to truly participate in every step of the community enterprise group regulation creation process, the public participation mechanism in each area has clear steps. Emphasizing that community enterprise group members participate in every step, from planning, operations, monitoring and evaluation, to the improvement of regulations, which will help community enterprise groups become stronger and more successful.
