Abstract

The role of Local Administrative Organizations (LAOs) in driving waste bank innovation amidst rapid technological transformation and circular economy policy shifts. Findings indicate that LAOs have transitioned from mere policy supporters to vital Innovation Brokers  across three core dimensions 1) Digital Platform Dimension: The implementation of Smart Waste Tracking systems and real-time waste management applications to enhance collection efficiency and ensure transaction transparency 2) Economic and Welfare Dimension: The conversion of recyclable waste into digital points or local currencies, linking waste management to community welfare and modern cremation funds; and  3) Collaborative Network Dimension: Integration with the private sector under the principle of Extended Producer Responsibility (EPR). This transition involves amending local ordinances to facilitate digital transactions and upskilling local personnel to effectively manage a modern, sustainable waste management ecosystem.
