Abstract

The research aimed to 1) study the current status, desired status and necessity of good governance management of educational institutions under the Office of Vocational Education, Sa Kaeo Province and 2) study the guidelines for developing good governance management of educational institutions under the Office of Vocational Education, Sa Kaeo Province. This research is mixed-method research. The sample group is 149 educational institution administrators, civil servant teachers, civil servant teachers, and administrative officers from the comparison of Krejci and Morgan tables by random sampling and simple random sampling. The research instruments are a 5-level rating scale questionnaire, a semi-structured interview form, and an appropriateness and feasibility assessment form. The statistics used for data analysis are percentage, mean, standard deviation, the Priority of Needs Index (PNImodified), and content analysis. 1) study the current status, desired status and necessity of good governance management of educational institutions under the Office of Vocational Education, Sa Kaeo Province The research results found that: from the study of the development guidelines for good governance management of educational institutions under the Office of the Vocational Education of Sa Kaeo Province, the results were summarized according to the objectives as follows: The current state of good governance management of educational institutions under the Office of the Vocational Education of Sa Kaeo Province is at a high level overall ( = 4.30). When considering each aspect, it was found that all aspects were at a “high” level. The average values from highest to lowest are as follows: the principle of value ( = 4.43), the principle of transparency ( = 4.32), the principle of morality ( = 4.31), the principle of participation ( = 4.27), the principle of the rule of law ( = 4.15), and the principle of responsibility ( = 4.24), respectively. The desirable conditions of good governance administration of educational institutions under the Office of the Vocational Education Commission of Sa Kaeo Province were at the highest level overall (x̄ = 4.79). When considering each aspect, it was found that all aspects were at the “highest” level. The average values from highest to lowest were as follows: the principle of value (x̄ = 4.87), the rule of law (x̄ = 4.81), the principle of morality (x̄ = 4.81), the principle of transparency (x̄ = 4.78), the principle of responsibility ( x̄ = 4.79), and the principle of participation (x̄ = 4.75), respectively. Assessment of the needs of the good governance administration of educational institutions under the Office of Vocational Education, Sa Kaeo Province, ranked the needs from most to least. It was found that the responsibility aspect had the highest need index (PNI_modified = 0.154), followed by the transparency aspect with the need index (PNI_modified = 0.124), morality aspect (PNI_modified = 0.124), rule of law aspect with the need index (PNI_modified = 0.116), participation aspect with the need index (PNI_modified = 0.112), and value for money aspect with the need index (PNI_modified = 0.109), respectively. 2) Study the development guidelines for good governance of educational institutions under the Office of the Vocational Education, Sa Kaeo Province, in 6 areas, totaling 18 guidelines. The appropriateness for use is as follows: Responsibility, Transparency, Morality, Rule of Law, Participation, Value for money, and rank the needs from most to least in each area by considering the first 3 values of the Needs Index (PNI_modified) to be used as a draft guideline for creating an interview form to be used in interviewing qualified persons, as follows: Responsibility, Transparency, Morality, to be a guideline for the development of educational institution administration according to the principles of good governance of educational institutions under the Office of the Vocational Education, Sa Kaeo Province, overall at the “most” level.
