Abstract

This study aimed to examine priority needs, investigate development guidelines, and propose guidelines for developing digital-era academic leadership based on the Three Principles of Papanikadhamma among school administrators in the Noparat School Cluster under the Office of Phra Nakhon Si Ayutthaya Primary Educational Service Area 3. The participants and key informants consisted of 112 school administrators and teachers, and seven experts. The research instruments were a questionnaire and a semi-structured interview form. Data were analyzed using frequency, percentage, mean, standard deviation, the PNImodified index, and content analysis. The results showed that the priority needs for developing digital-era academic leadership covered six dimensions. The highest priority was creating an innovative organizational climate, followed by teamwork and participation, creative thinking, information and communication technology utilization, risk management, and visionary leadership, respectively. The development guidelines emphasized providing opportunities for teachers to try new ideas, establishing mechanisms for participation, supporting creative projects, promoting digital technology utilization, setting risk-control measures, and formulating a vision aligned with the school and community context. Overall, the guidelines should integrate Cakkhuma, Vidhuro, and Nissayasampanno to strengthen administrators' vision, knowledge, managerial capability, and sustainable collaborative networks.
