Abstract
The purpose of this research were to study the present condition and desirable conditions and Priority Needs in 21st century school development under the Office of Secondary Educational Service Area Udonthani. survey research. The sample group includes School administrators and teachers in the Office of Secondary Educational Service Area Udonthani 348 person the research instrument was a 5-level questionnaire with IOC values between 0.80–1.00 and the reliability 0.975. Statistics used in data analysis Percentage Mean Standard Deviation Modified Priority Needs Index : (PNI modified)
The findings were:
1) The current condition, both overall and in every aspect, is at a moderate level. Desirable condition of School development in the 21st centuryof the Office of Secondary Educational Service Area Udonthani the overall and individual averages were at the highest level.
2) Priority Needs in 21st century school development under the Office of Secondary Educational Service Area Udonthani. the arrangement of learning skills that emphasize professional competence, knowledge management in the organization, building a learning network, Creating an organizational culture that facilitates change
