Learning Management Based on Sustainable Urban and Community Development to Faster Participatory Citizenship among Matthayom 6 Students : A Case Study of Community Success in the ‘Loy Krathong Sai – Lai Prathip 1000 Lanterns’ competition in Schools across

Abstract

This research aimed to 1) synthesize lessons learned from the success of the community in the Loi Krathong Sai Lai Prathip 1000 Duang competition based on the concept of sustainable cities and communities, and 2) develop learning management according to the concept of sustainable cities and communities to develop participatory citizenship for Mathayomsuksa 6 students at a school in Mueang Tak district: a case study of the community's success in the 1000-floating-lantern competition. The research used qualitative methodology. Data collection included both primary and secondary data. The research was conducted in two phases. Phase 1 involved collecting data from key informants using purposive sampling, consisting of community leaders, representatives of local administrative organizations, participating youths, and supporters from educational institutions, using in-depth interviews and descriptive content analysis. Phase 2 involved taking the lessons learned to develop an innovative learning management model and trying it out with a target group of 15 Mathayomsuksa 6 students studying in the first semester of the 2025 academic year at Phadung Panya School, Tak province. The research results revealed that community success consisted of 5 dimensions: symbolic motivation-driven participation, eco-cultural innovation, environmental policy engineering, integrated management, and outcomes of creating a shared identity. However, a phenomenon of contradictory trust was found where the community overly relied on educational institutions until it reduced community flexibility. From these lessons, the "LoiLoi Model" for innovative learning management was developed, consisting of 6 proactive steps. The results of its implementation showed a paradigm shift in learners, who were able to structurally connect urban issues with their own responsible roles and concretely demonstrate the characteristics of participatory citizenship in a democratic system.
